On October 26, 2020, the European Studies: Comparative Law and European Law Project Management Committee adopted a resolution to amend the Administrative Measures for the Evaluation of Academic Scholarships of the Master's Degree Education Programs in European Studies: Comparative Law and European Law (Trial), which is hereby announced.
Chapter I General Provisions
Article 1 In order to further deepen the reform of project education, promote the training of world-class legal talents, improve the training quality of project students, and encourage project students to concentrate on their studies, in accordance with the Agreement on Organizing the Cooperation Project on Master's Education in Private Law of the European Union and the Master's Training Program of the European Studies: Comparative Law and European Law project. ' and the spirit of documents such as European Studies: Measures for the Administration of Postgraduate Training of Comparative Law and European Law, and other documents, these administrative measures shall be formulated.
Article 2 The selection of academic scholarships for project students is for master's students who have been admitted by the project, have obtained the status of the First University of Rome, and have been selected within the basic academic years of the project.
Article 3 The evaluation period of academic scholarships in each academic year is from September 1 of the previous year to August 31 of the current year.
Article 4 The evaluation of academic scholarships for project students shall be evaluated year by year according to the academic performance of project students in accordance with the principles of fairness, justice and openness, and shall be subject to dynamic management.
Chapter II Organizational Structure and Full Responsibility Division
Article 5 The Project Incubation Committee shall be responsible for the formulation of academic scholarship evaluation policies and the decision-making of major matters, as well as the examination and approval of academic scholarships. The incubation committee is jointly formed by the project leaders of China and Italy.
Article 6 The Project Cultivation Committee shall have a scholarship evaluation office, which is responsible for the formulation of specific system for the evaluation of academic scholarships for project students, the organization of scholarship evaluation, the summary, publicity, review, reconsideration, complaint acceptance, and the daily management of academic scholarships.
Article 7 The project shall establish a working group for the evaluation of academic scholarships, which shall be responsible for formulating and revising the evaluation methods and standards for the evaluation of academic scholarships for the project.
Chapter III Indicator Quota and Award Criteria
Article 8 The project academic scholarship is divided into three grades: first prize, second prize and third prize. The specific index quota and reward standard are:

Article 9 The project shall adjust the award level, quota quota and reward standard of academic scholarships according to the specific situation of the current year, and shall be examined and approved by the project incubation committee.
Chapter IV Evaluation Conditions and Methods
Article 10 To apply for a project academic scholarship, the following basic conditions shall be met:
(1) Love the socialist motherland and support the leadership of the Communist Party of China;
(2) abide by the Constitution and laws, abide by the rules and regulations of the project and the school;
(3) High ideological awareness, honesty and trustworthiness, good moral quality;
(4) Excellent academic performance, no failure in the exam;
(5) Register and pay tuition fees according to the time specified in the project.
Article 11 The project academic scholarship shall be weighted to determine the award-winning level according to five assessment items: ideological morality, learning achievement, academic achievements, student activities and social practice. The weight standard and total score calculation method of each assessment item are shown in the following table:

Article 12 Ideological and Moral [S1] Assessment Instructions. The total number of ideological and moral assessment items is 100 points, the tutor's evaluation is 30 points, the counselor's evaluation is 40 points, and the students' evaluation is 30 points.
Project students shall abide by the discipline requirements of the project and the school, attend classes on time, 10 points shall be deducted for one absenteeism, 50 points shall be deducted for five or more absenteeisms; five points shall be deducted for one time, and 25 points shall be deducted for five or more latenesses. If the leave slip is submitted after the event, it will not affect the determination of absenteeism and lateness, unless there is a special emergency.
Project students should pay attention to their own image, establish a good classmate, dormitory, teacher-student relationship, and maintain the reputation of the project and the school. Otherwise, the counselor shall decide to deduct reasonable scores, except for the adverse impact not caused by the student's own reasons. The deduction shall not exceed 30 points.
Project students should actively participate in the Party branch activities and democratic life meetings, otherwise the counselor and the party branch secretary shall decide to deduct reasonable points. The deduction shall not exceed 30 points.
The weight of ideological and moral items shall apply to the provisions of Article 11 of these Administrative Measures.
Article 13 Assessment Instructions for Learning Achievements [S2]. The academic results are calculated according to the following announcement: academic results = [course 1 score × (100 1:00 course 1 full score) × course 1 credit + course 2 score × (100 1:00 course 2 full score) × course 2 credits + ... + course n score × (100 1:00 course n full score) × course n credit] (course 1 credit + course 2 credit + ... + course n credit).
Course scores of 30 e lode are calculated on 31 points.
The calculation result of academic performance is taken in four decimal places.
The weight of learning achievement items shall apply to the provisions of Article 11 of these Administrative Measures.
Article 14 Academic Achievement [S3] Assessment Instructions. The project encourages students to publish high-quality academic papers, and the European Studies Project Postgraduate Scientific Research and Practice Achievement Points Calculation Plan is applicable to the academic achievement assessment.
The weight of academic achievements shall be subject to the provisions of Article 11 of these Administrative Measures.
Article 15 Student Activity [S4] Assessment Instructions. The maximum score of student activities shall not exceed 100 points.
If you are the class monitor or the secretary of the league branch, add 5 points.
The project encourages students to actively participate in cultural and sports activities or essay solicitation activities. The European Studies Program for the calculation of points for postgraduate cultural and sports activities or essays shall be assessed.
The weight of student activities shall apply to the provisions of Article 11 of these Administrative Measures.
Article 16 Social Practice [S5] Assessment Instructions. The project encourages students to actively participate in social practice, and the Measures for Calculating Points for Postgraduate Scientific Research and Practice Achievements of European Studies Programs are applicable to the social practice assessment.
The weight of social practice items shall apply to the provisions of Article 11 of these Administrative Measures.
Article 17 Regarding the calculation of academic achievements and social practice, if there is no provision in these administrative measures, reference shall be made to the Measures for the Calculation of Points for Postgraduate Scientific Research and Practice Achievements of Central South University of Finance, Economics and Law.
Article 18 Applicants who participate in the evaluation of academic scholarships must obtain, participate in and participate in academic achievements, student activities and social practices from September 1 of the previous year to August 31 of that year, respectively. Applicants should provide the Office of Scholarship Review with proof of academic achievements, awards for activities and social practice.
Article 19 Under any of the following circumstances, the qualification for the evaluation of academic scholarships shall be cancelled, and the bonuses paid shall be withdrawn in full:
(1) The application materials for academic scholarships submitted contain concealing facts or false content, and the circumstances are serious;
(2) Acquited academic misconduct;
(3) Violation of school rules and discipline, if the circumstances are serious;
(4) Other circumstances recognized by the scholarship evaluation office and confirmed by the project incubation committee.
Article 20 If the project student performs particularly well or makes outstanding contributions to the project, the project management committee shall discuss and decide on an exceptional basis and award the corresponding scholarship.
Chapter V Evaluation Procedure and Complaint Handling
Article 21 The evaluation of a project academic scholarship shall be communicated by the scholarship evaluation office in accordance with the administrative measures of the current year. The project student himself applies, and the scholarship evaluation office shall organize the preliminary evaluation, which shall be examined and approved by the project incubation committee.
Article 22 The scholarship evaluation office determines the reward level, quota quota and reward standard of academic scholarships in early September of each year, and informs and guides project students to actively apply.
Article 23 Project students who meet the scope of academic scholarship evaluation shall submit application forms and relevant materials to the scholarship evaluation office within the time specified in the current year. Failure to submit the application on time shall be deemed to have given up applying for an academic scholarship.
Article 24 The scholarship evaluation office shall organize the evaluation of academic scholarships in accordance with the quota quota of the current year and the application of the project student himself, and in accordance with these administrative measures.
The scholarship evaluation office shall fairly examine the application and materials submitted by the applicant in accordance with these Administrative Measures, verify the authenticity and validity of the application materials, and calculate the total score of the applicant in accordance with the provisions of Chapter IV of these Administrative Measures.
Article 25 The results of the preliminary evaluation shall be published by the scholarship evaluation office on the portal website of Zhongyi College for five days.
If the project students have any objection to the preliminary evaluation results, they can submit a review to the scholarship evaluation office during the publicity period.
Article 26 The results of the preliminary evaluation shall be submitted by the scholarship evaluation office to the project incubation committee for examination and approval in late September every year.
Article 27 If the project student has any objection to the evaluation results examined and approved by the project incubation committee, they may appeal to the project management committee within five days after the results are announced. Complaints are accepted on behalf of the Scholarship Evaluation Office and submitted to the Project Management Committee for research and reply. The reply to the complaint is the final opinion, and the scholarship evaluation office shall notify the complainant.
Chapter VI Source of Funds and Fund Management
Article 28 The source of funds for project academic scholarships consists of project allocation and social donations. A special account shall be established in Central South University of Finance, Economics and Law for expenditure. No unit or individual shall intercept, crowd or misappropriate, and shall accept the inspection and supervision of the competent department of the school and the audit, discipline inspection and supervision departments.
Article 29 The project academic scholarship shall be distributed to the winning students in a lump sum before December 31 of the current year, and the student's academic scholarship award shall be recorded in the admission file.
Chapter VII Supplementary Provisions
Article 30 These administrative measures shall come into force as of October 26, 2020.
Article 31 These administrative measures shall be interpreted by the scholarship evaluation office.
